SIEGE de PARIS 1870-1871 - DEPECHES - REPONSES: dépêches-réponses were created in application of the decree of November 10, 1870 and put on sale in Paris post offices at the price of 5 centimes, as evidenced by the affixing of one or more stamps of this value. The balloon dispatch was placed in the letter by the sender of correspondence sent by mounted balloon. In his letter, the sender asked 4 questions to which the correspondent was invited to answer YES or NO. He then mailed the dispatch, which was forwarded via Bordeaux or Tours.
